The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a non-competitive basis with EcoServices, LLC (CAGE Code 6C9S2) for the acquisition of training services / courses on the EcoPower Engine Wash System in support of the Royal Australian Air Force P-8A Poseidon Program. This system is the only system that meets the P-8A Poseidon Aircraft engine wash program requirements. The water filtration system on the EcoPower Wash unit meets all initial water requirements for the P-8A engine wash system. The EcoPower Wash unit is the only system with the ability to pump, filter, and reuse the engine wash effluent which is required to be compatible with the use of the Aero Jet Wash engine wash containment suit. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. FAR 6.302-1 (a)(2)(iii)(A), states supplies may be deemed to be available only from one responsible source when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. No contract will be awarded on the basis of offers received in response to this notice.
