What is a small business set-aside?
A small business set-aside is the general-purpose reservation: the contracting officer restricts a solicitation to small businesses rather than to a particular socioeconomic category. The Rule of Two drives most of it — a requirement is reserved for small business when there is a reasonable expectation of offers from at least two capable small firms and of award at a fair market price.
Whether you count as small is decided per NAICS code. SBA's size standards use either employee counts or average annual receipts depending on the industry, so the same company can be small on one solicitation and large on the next. No certification is required, but your SAM.gov profile has to carry the right size representations. Some of the notices below are partial set-asides, where only a portion of the requirement is reserved for small business and the rest is competed openly.
