NOI to Sole Source JROTC Event to Sports Network International INC M00264-26-JA-009

The Government has a requirement for a contractor to plan, manage, and execute two national-level competitions annually: (1) a National JROTC Drill Competition and (2) a National JROTC Raider Competition. These events are intended to support leadership development, physical fitness, teamwork, discipline, and esprit de corps among JROTC cadets. The contractor shall provide all necessary personnel, supervision, logistics, coordination, scheduling, adjudication systems, scoring, safety management, and on-site execution services. The contractor must ensure compliance with youth safety standards, standardized competition rules, and JROTC educational objectives.

Sole Source, fixed price award based on that market search did not identify any alternative sources capable of meeting the Government s minimum requirements without significant risk to event quality, safety, and program continuity. No vendors expressed the ability to replicate SNI s proprietary scoring systems, nationwide judge network, or established competition infrastructure within the required timeline.
