It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. ** This Sources Sought Notice will be used to determine competitive set-aside. ** Network Contract Office (NCO) 22 is seeking a qualified vendor to provide the transportation of biospecimen samples from the Department of Veterans Affairs, San Diego Health Care System, 8810 Rio San Diego Dr., San Diego, CA 92108 to the Department of Veterans Affairs Cooperative Studies Program Clinical Research Pharmacy Coordinating Center, 2401 Centre Avenue SE, Albuquerque, NM 87106.

This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-02, effective 12/22/2023. This solicitation is a total Small Businesses (SB) set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 484230, with a small business size standard of $34.0 Million. The FSC/PSC is V112. This will be a 3-month, Firm Fixed-Price Contract. The Government will issue a purchase order to the responsible offeror whose quote, conforming to the solicitation, represents the lowest price and whose price is determined to be fair and reasonable. The purpose of this amendment is to: Add an inquiry period. All inquiries must be submitted via email to Contract Specialist, Jennell Christofaro @jennell.christofaro@va.gov, not later than 11:00 AM PST, August 4, 2025. Answers to inquiries will be posted via amendment to SAM.gov on or about August 5, 2025. Extend the quote submission deadline of the solicitation to 11:00 AM Augst 11, 2025. All quotes must be submitted via email to Contract Specialist, Katharine Robert @ katharine.robert@va.gov, not later than 11:00 AM PST, August 11, 2025. Update the combined synopsis solicitation document with FAR Clauses and Provisions that apply to this solicitation. Update Attachment 1 to reflect the inquiry period and the extension to the quote submission deadline. No other changes have been made.
