This project will be at the El Paso VA Medical Center located at 5001 N. Piedras street, El Paso Tx 79930. The period of performance for this project is 300 days after issuance of notice to proceed. The Contractor shall provide all labor, supervision, materials, equipment to restore and repair the building envelope and moisture protection systems at the EPVAHCS Medical Center. The project will consist of the restoration and repair of the building envelope and moisture protection systems to include but not limited to the roof, skylights, windows, brick walls, pre-cast concrete panels and any building wall and roof penetrations per the specifications, drawings, statement of work, to include but not limited to: Repair and restore roof system. Entire roof system is estimated at approximately 144,786 square feet (SF). Replace approximately 15,159 SF of non-coated roof with Garland Coated Roof system. There is approximately 53,244 SF of photovoltaic solar array panels located on three different roofs of the facility. Solar array panels will have to be removed, securely stored, cleaned, reinstalled, and commissioned to reinstate a working system, allowing the Contractor access to areas of the roof that are damaged. Contractor shall decommission and demolish a rooftop antenna. Demolition includes removal of supporting guy wires and anchor weights. Contractor shall remove Annex building skylight system and install a new skylight. The contractor shall warrantee work to be free of defects and workmanship for a period of 1 year from date of acceptance. All construction and installation work shall comply with VA specifications for material and workmanship, NEC, NFPA and all applicable city, county, state, and federal regulations and codes and OSHA standards in accordance with the construction drawings and specs for this project. A site visit is recommended to confirm all measurements and existing conditions. Site visit will be scheduled prior to the closing of solicitation. The date, time, and location will be posted in the solicitation. All work shall be performed in strict accordance with the terms, conditions, specifications, and drawings of the solicitation (when available) and all applicable local and VA building codes. This project will be procured as 100% set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). The North American Industry Classification Code (NAICS) used for this requirement is 236220, Commercial and Institutional Building Construction, the size standard is $45 Million. In accordance with VAAR 836.204, the magnitude of this construction project is between $2,000,000 and $5,000,000.
