36C24125Q0576 - Water Tank Cleaning Inspection - Leeds MA Q&A For cleaning, is the tank being emptied? If so, who is emptying it? Who is refilling and performing any chlorination/disinfecting? VA shall empty to the level the drain permits, silt, sediment or residual water shall be contractor responsibility to remove. Refilling shall be via municipal supply. Vendor shall be responsible for ensuring tank is cleaned and sanitized PRIOR to filling. VA does not treat or hold water operator licensing to do so. Instead of emptying the tank would the use of divers to remove the sediment and perform an internal inspection be acceptable? Contractor is responsible for means and methods to remove ALL. Please note divers in a confined space may have significant OSHA risk and planning including rescue plans and standby teams etc. Planning is contractor responsibility, the VA is responsible for confirming the plan. Does the removed sediment need to be disposed of off-site? This would be non-hazardous and typically we are able to dispose to a wooded area on-site. Physically there are permissible locations on VA property (approx. 100 acres). Legalities with regard to Mass DEP or other regulatory bodies cited within the PWS are contractor responsibilities.
