Veterans Health Administration, Network Contracting Office 21, is issuing this Notice of Intent to Sole Source in order to identify any potential sources that have the resources and capabilities to provide temporary lodging for pre and post heart transplant patients. The Department of Veterans Affairs, NCO 21, in accordance with FAR 13.106-1(b)(1) (single source), intends to negotiate on a sole source basis with Navy Exchange Service Command for lodging pre and post heart transplant patients at VAPAHCS in Palo Alto, CA. The contractor s facility must be within 10 miles of VA Palo Alto Health Care System. This notice of intent is not a solicitation or request for offers. No solicitation package is available. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that the responding company can provide a lodging for pre and post heart transplant patients and/or family members and that their facility is located within 10 miles of VA Palo Alto Health Care System. Scope of Work: The Veterans Affairs Palo Alto Health Care System (VAPAHCS) located in Palo Alto, California requires temporary lodging for veterans and families who are under the care of the VA Palo Alto Heart Transplant Program (VAPAHTP) and/or undergoing medical treatment through the VAPAHCS deemed necessary by VAPAHTP. The Contractor s facility is a non-clinical area that does not provide medical or nursing care. Veterans referred to the Contractor s facility shall be medically stable and able to care for themselves and/or family members independently. The Contractor s facility must be within 10 miles of the VAPAHCS. Sources Sought Notice THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. No Solicitation is currently available. The intent of this Sources Sought Announcement is to assist in our decision-making process for services procurement. This is not a solicitation, nor request for quotes or proposals. These two rooms will be available 24 hours a day, 365 days a year. THERE ARE NO EXCEPTIONS. Additional rooms requested by the VAPAHTP will be based on availability. One room shall be handicap accessible. The Contractor s facility will have handicap parking spaces in front of the main entrance. Veterans and/or families may park their vehicles in the parking lot at no additional charge. Please see Statement of Work for more information and the mandatory requirements that must be met. Before responding please carefully read and consider the following: As this is a service acquisition, the Small Business Administration and the Federal Acquisition Regulation have a Limitations on Subcontracting requirement. For all small businesses, to include SDVOSB and VOSB, it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded. When a contract includes both services and supplies, the 50 percent limitation shall apply only to the service portion of the contract.
