V-22 Software Sustainment Defect Package (SSDP) Release Candidate (RC) 01 N0001925F0056

Naval Air Systems Command, V-22 Joint Program Office, PMA-275 awarded Delivery Order N0001925F0056 under Basic Ordering Agreement N0001920G0007 to Raytheon Company on a sole-source basis for the engineering, management, technical, and acquisition efforts for sustainment of the FY25 V-22 Tactical Software Suite (TSS). This effort requires software product update, qualification test, and integration into the air vehicle, airworthiness substantiation, flight test demonstration and validation/verification for the Fleet Software Release that resolves V-22 Problem Reports (VPR) for the MV/CMV/CV-22 variants. This action was awarded on a sole source basis to Raytheon Company in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1) (formerly Title 10 U.S.C 2304(c)(1)) as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Raytheon is currently under contract for similar efforts for the V-22 program. As a result, Raytheon is the only source that possesses the requisite knowledge, experience, and technical data to perform the required efforts within the timeline required by the Government, and award of the efforts listed above to any source other than Raytheon would result in an unacceptable delay to fielding the requirement.
