USS THE SULLIVANS (DDG 68) - Paint OEM N40027-25-P-0002

This is a sources sought announcement in accordance with FAR 15.201 and in anticipation of a potential future procurement program. Information provided shall be treated as Business Sensitive or Confidential to the responder, exempt from public release under the Freedom of Information Act. This sources sought announcement is not a request for proposal. The purpose of this sources sought announcement is to gather information from the marketplace. Information provided in response to this sources sought announcement will not be considered an offer by the responding contractor and cannot be accepted by the Government to form a binding contract. Southeast Regional Maintenance Center (SERMC) is conducting market research to determine industry capability and interest in performing the upcoming Docking Selected Restricted Availability (DSRA) onboard USS THE SULLIVANS (DDG 68). The type of work being performed are provide required paint, coatings, preservation products, and engineering/technical services. The vessel will be dry-docked. The Government seeks sources that can provide support as follows: Provide paint, coatings, and preservation products per the attached Work Statement Paint, coatings and preservation products must meet the required standard per the attached Navy Paint Warranty Company (vendor) must provide the required warranty without waiver or subcontract proof of original equipment manufacturer certification Provide personnel that meet or exceed the minimum qualifications within the Work Statement in order to perform and certify work stated Personnel may not be substituted without express approval by the Government, as submitted per the attached Work Statement Provide twelve (12) year antifouling, underwater hull and boot top coating system that complies with epoxy anticorrosive MIL-PRF-24647, Type I or II and that complies with antifouling paint MIL-PRF-24647, Type II. Provide preservation products that are suitable for use as hull and boot top marking on the ablative antifoulant paints All preservation products must be compatible and have the ability to be applied over any existing coating on like surfaces In accordance with 10 U.S.C. 7299A, the "Homeport Statute", this procurement will solicit offers from all offerors capable of performing the work in the Mayport homeport area. Offerors must have or be able to obtain an Agreement for Boat Repair (ABR) or equivalency by the time of award. The anticipated contract type will be firm-fixed price. The notice of interest should include a brief description of your company and its capabilities as they relate to the requirements and answers to the following specific questions. This is not a request for proposals. This acquisition is to obtain services with a Firm-Fixed-Price contract for providing preservation materials and Field Service Technical Representative support services (e.g., field service technical representative,) and technical evaluation and troubleshooting services in support of hull preservation of USS THE SULLIVANS (DDG 68), anticipated up to 45 days prior to 29 September 2025. The type of work being performed involves providing required paint, coating, preservation products, and engineering and technical services. The vessel will be dry-docked. In accordance with 10 U.S.C. 7299A, the "Homeport Statute", this procurement will solicit offers from all offerors capable of performing the work in the Mayport homeport area. A SOLICITATION will be available on or about August 2025. Market research was conducted from June 27, 2025, through July 1, 2025; this solicitation will be set aside for small businesses. The Navy intends to award a firm-fixed-price contract for the performance of this requirement. This pre-solicitation synopsis is for planning purposes only.
