The NAVSUP Fleet Logistics Center (FLC) Yokosuka Site Singapore intends to issue a competitive solicitation for the Regular Overhaul (ROH) with dry dock requirement for USNS AMELIA EARHART (T-AKE 6) to all know shipyard firms in the Inda-Pacific region. The ROH is tentatively scheduled in calendar year 2026 for a ship repair availability to be performed at a contractor shipyard in the Inda-Pacific region. See the attached Work Item Index for the anticipated ROH requirement. To be eligible for award, the offerer must have an active registration in the System for Awards Management (SAM.gov). Firms with inactive registrations will not be considered for award. Firms must be authorized to do business in the country of performance. Ship repair firms that are interested in applying should submit a capability statement in accordance with the Submission Instructions stated in the below section. Submission Instructions for Capability Statement: Ship repair firms interested in applying for this and future similar opportunities should submit, on company letterhead, a notice of interest including the name, telephone number, mailing address, and e-mail address of one point of contact. The capability statement should include a brief description of your firm and the capabilities to perform a major ship repair overhaul at the shipyard. Highlight relevant work performed that corresponds with the requirements listed in the attached Work Item Index and include contract types, dollar value of work performed, number of employees, and the number of years your ship repair firm has been in business. Also include your firm's website address, and, if applicable, experience repairing U.S. Navy ships. Responses should be five (5) pages or less. Place of Performance will be in Thailand. To be eligible for award, the offeror must have an active registration in the System Awards Management (SAM.gov). Firms with no active registrations will not be considered for award. Firms must be authorized to do business in the country of performance. The type of work that comprises ship repair, and the conditions under which it is performed, require that contracting is limited to companies or firms that are fully capable of conducting all aspects of shipboard work or boat/craft repair. Master Ship Repair Agreement (MSRA) holders are previously determined to possess the facilities, management, organization and production capabilities to perform an entire complex repair and alteration package. On the other hand, Agreement for Boat Repair (ABR) holders are firms who have demonstrated managerial capabilities to schedule and to control boat/craft repairs. To ensure the US Navy receives satisfactory repair effort to Navy ships, boats and crafts, the anticipated solicitation will have qualification requirement for an Offeror to possess a current and active USN MSRA or ABR issued by NAVSUP FLCY. Offeror shall provide evidence of current MSRA/ABR holder. See the attached Work Item Index for the estimated VRA requirement.
