Companies must provide an approved DD Form 2345, Militarily Critical Technical Data Agreement, to demonstrate eligibility to receive the Bidders Library. Obtaining an approved DD Form 2345 is accomplished via the Defense Logistics Agency (DLA) Joint Certification Program at https://www.dla.mil/Logistics-Operations/Services/JCP/.
