SOURCES SOUGHT The US Geological Survey (USGS) is conducting market research to determine the availability of qualified businesses capable of providing logistical services and trainings to fourteen (14) mid-level career scientists from foreign institutions that are international partners with VDAP (Volcano Disaster Assistance Program) as described in the attached Statement of Work. This sources sought announcement is not a request for quote or proposal and the Government is not committed to award of a purchase order or contract pursuant to this announcement. The information resulting from this market research is simply for planning purposes to assist the Government in determining its acquisition strategy. The Government will not pay for any costs incurred in the preparation of information for responding to this notice. The North American Industry Classification System (NAICS) code: 541990, All Other Professional, Scientific & Technical Services, and associated size standard $19.5 million apply to this announcement, along with Product Service Code: B510, Education/Training - Tuition/Registration/Membership Fees. Notice of Intent This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to award a purchase order to University of Hawaii (UHH), Center for the Study of Active Volcanoes (CSAV) for providing logistical services and trainings to fourteen (14) mid-level career scientists from foreign institutions that are international partners with VDAP (Volcano Disaster Assistance Program). Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. CSAV is, to the USGS' knowledge, the only source who has the expertise to provide formal training in the monitoring of active volcanic processes and managing volcanic crises. No other known sources meet the USGS needs. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.101(a)(1) and FAR 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government.
