Summary

AI-generated · Sep 08, 2025

The government is seeking industry input on capability to perform the Eisenhower Leadership Development Program (ELDP). Although a sole-source award to Teachers College, Columbia University is anticipated, the agencies ask vendors to respond with capabilities and information that could support a future competitive procurement. Small businesses of all categories are encouraged to participate to help determine if competition is feasible; if a competitive solicitation is released, it will be posted on the Government-wide Point of Entry and on SAM.gov. This is not a current RFQ/RFP, and no quotes or proposals are being requested at this time.

Respondents should provide: whether they would pursue the work as a prime, subcontractor, or in a joint venture/teaming arrangement; relevant past performance on similar requirements (government or commercial), including size, scope, and timeframe; information showing capability to meet the requirements at fair market price; and details on whether the service is commercially available, including pricing and delivery terms. Also include any conditions or actions that could unnecessarily restrict competition and suggested alternatives, plus recommendations to structure the contract to maximize competition, including among small businesses. Submittals will not be returned, and decisions to pursue competition will be at the government’s discretion based on responses.
