The purpose of this notice is to publish the redacted Justification for Exception to Fair Opportunity (JEFO) for the TCTS II ICS order N6893625F0052 under the CEIS 2 Multiple Award Contract. As required by FAR 16.505(b)(2)(ii)(D) this J&A is hereby posted for the aforementioned order award. This JEFO contains Controlled Unclassified Information and is therefore attached as a secure document. The government awarded a Cost Plus Fixed Fee order under the CEIS2 Multiple Award Contract N6893623D0011 to Collins Aerospace located at 400 Collins RD NE Cedar Rapids, Iowa 52498-0505. The government awarded using FAR 16.505(b)(2)(i)(B) Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. Collins Aerospace is the only entity that sells the required services. Sourcing the services from another vendor is expected to result in a substantial duplication of costs to the government and unacceptable delays in fulfilling the agency s requirement due to the necessary technical data and rights required.
