This pre-solicitation synopsis is a follow-up from the Surface Navy Curriculum and Training Device Development (SNCTDD) Sources Sought issued on 24 March 2025. The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando, FL, intends to issue a solicitation for the procurement of training systems, which includes development of new and/or modifications to courseware/curriculum and training devices, new and/or modified, to support U.S. Navy training needs in order to maintain Fleet operational readiness. The highest personnel clearance level for this effort will be Secret. This effort will support Naval Sea Systems Command (NAVSEA) Program Offices, both Surface and Undersea. Specific Program Offices include: Program Management Ship (PMS) 339 Surface Training Systems PMS-420 Littoral Combat Ship (LCS) Mission Modules (MM) PMS-300 U.S. Navy and Foreign Military Sales Boats and Craft PMS-317 Landing Craft PMS-515 Frigate Surface Warfare School Command (SWSC) Surface Combat Systems Training Center (SCSTC) O7TR (Undersea Community) Other various Surface and Undersea Navy Program Offices Interested companies must possess capabilities to deliver all products which will be delivered under the SNCTDD contract. The SNCTDD contract includes scope from the predecessor Surface Training Immersive Gaming and Simulation (STIGS) N6134020D0018 and Surface Navy Training Curriculum Analysis and Modernization (SNATCM) N6134021D0015 Indefinite Delivery/Indefinite Quantity (IDIQ) contracts. The scope is anticipated to cover six areas: (1) Training Requirement Analysis and Design; (2) Curriculum and Courseware Development; (3) Curriculum Maintenance; (4) Legacy Curriculum Format Conversion; (5) Development of New Training Devices; and (6) Modifications of Existing Training Devices. The resultant contract is anticipated to be a single award IDIQ contract with a five to six year ordering period with an anticipated $98.9M ceiling. Resultant delivery orders may be issued as either Cost Reimbursable, Firm Fixed Price, or a hybrid of both. The base IDIQ contract will have pre-priced Levels I, II, and III courseware, with the anticipated subcategories as new, major revision, revision, and change. All other scope will be negotiated on a delivery order basis. This procurement is anticipated to be competed as a 100% Total Small Business Set-Aside. The solicitation is anticipated to be a best value trade off, with technical, past performance, and price as the evaluation factors. Interested Small Business vendors must be registered as ACTIVE in the System for Award Management (SAM) website to be considered for award of any Department of Defense contract. The SAM website can be accessed at www.sam.gov. The Government intends to host an Industry day for this effort in mid to late September 2025. A draft solicitation will be posted to SAM.gov prior to Industry Day. More information will be provided as soon as it s available.
