Space Based Interceptors (SBI) Development SBI_PreNotice_August2025

Description: 1. The purpose of this announcement is to request feedback on the draft RPP and notify potential offerors that the Space Systems Command (SSC) Program Executive Office (PEO) for Space Combat Power (SZ) is intending to release a Request for Prototype Proposal (RPP) FA8819-25-9-1001 for Space Based Interceptors (SBI) on approximately 5 September 2025. SSC/SZ anticipates award(s) in October 2025. This action is expected to result in multiple fixed price Other Transaction Agreements in accordance with 10 USC 4022. In addition, the Government anticipates the awards may also incorporate Prize Competitions in accordance with 10 USC 4025. This courtesy Notice of Contract Action shall not be construed as an obligation on the part of the Government and does not commit the Government to making any awards. This is NOT a request for statements of capability, proposals, applications, proposal abstracts, or quotations. The draft RPP release is projected for 25 Aug 25 and the Government plans to provide one week for eligible companies to review and, optionally, provide comments and feedback. A response to the draft RPP is not required to submit a proposal to the final RPP, when released. Eligible companies should submit the information requested below immediately in order to receive the draft RPP documentation upon release. The Government s eligibility verification process will generally take 1-2 days. Following receipt of all required information, verification of an approved DD Form 2345, and access approval, the Government will provide further instructions directly with the draft RPP release, or when access approval is granted, whichever occurs later. 2. ACCESS TO DRAFT SOLICITATION DOCUMENTS The draft RPP Bidders Library is available upon request to eligible companies that are currently authorized to access unclassified export controlled technical data/critical technology on an equally favorable basis in accordance with DODI 5320.25. Companies must provide an approved DD Form 2345, Militarily Critical Technical Data Agreement, to demonstrate eligibility to receive the Bidders Library. Obtaining an approved DD Form 2345 is accomplished via the Defense Logistics Agency Joint Certification Program at https://www.dla.mil/Logistics-Operations/Services/JCP/. Eligible companies can also optionally submit JWICS points of contact in order to receive the supplementary classified information shown during the SBI Industry Day to further inform their contemplated approach. Eligible companies that are interested in competing for this effort may request the draft RPP Bidders Library by e-mailing all of the following information to SSC.SZ.SBI@spaceforce.mil. This information will be used to create an interested parties list that will also be used for distribution of the final RPP Bidders Library in conjunction with its respective solicitation notice. Potential subcontractors must identify the prime contractor they are working with. 2.1 Company Name and CAGE code (must match DD Form 2345) 2.2 Role (Prime, or subcontractor + identify the prime) 2.3 Two (2) Points of Contact for unclassified exchanges with Name, title, telephone and email 2.4 (Optional) Two (2) Points of Contact for JWICS classified exchanges with Name and email 2.5 Copy of Approved DD Form 2345 3. USE OF NON-GOVERNMENT ADVISORS Interested parties are advised that the Government intends to use non-Government personnel for the review and analysis of any feedback submitted and the proposals. The Government intends to use Federally Funded Research and Development Contractors (FFRDC), Systems Engineering and Integration (SE&I), Systems Engineering and Technical Assistance (SETA), or SSC Acquisition and Financial Support (SAFS) contractors who support SSC to provide technical and acquisition advisory support for review and analysis of the feedback and proposals. The current list of organizations includes: Johns Hopkins University Applied Physics Laboratory, Lawrence Livermore National Laboratory, Lokahi, MITRE Corporation, SAIC, SAVI LLC, Systems Planning & Analysis (SPA), Tecolote Research, Inc., Space Dynamics Lab, nTSI, Tanist Technologies, Exigo Corp., Massachusetts Institute of Technology Lincoln Laboratory (MIT/LL), BCF Solutions Inc., Strategic Alliance Business Group (SABG), Modern Technology Solutions, Inc. (MTSI), Mobius, Parsons, ZYGOS Consulting LLC, Aurum Sierra Aerospace, and The Aerospace Corporation. Additional instructions will be provided with the draft RPP.
