Role 4 Definitive Care Modeling and Simulation Tool W900KK-25-9-0054
Summary
AI-generated · Sep 29, 2025An Other Transaction Authority was used under the Training and Readiness Accelerator II to prototype the Role 4 Definitive Care Modeling and Simulation Tool. The software platform will model and forecast resource usage, manpower requirements, and other demands for Role 4 facilities to support planning for Military Treatment Facilities and other Role 4 sites, including VA, private sector, and activated NDMS facilities, and to simulate casualty flow into these facilities for mass casualty scenarios to improve contingency and support planning for the warfighter.
Awarded to Advanced Technology International for $4,963,447.60 to develop the R4MT prototype, a software program designed to simulate medical care for mass casualty situations and help create better support plans for definitive care.
ON 23 September 2025, in accoradance with 10 U.S. Code 4022, The Army Contracting Command-Orlando awarded an Other Transaction Authority (OTA) via the Training and Readiness Accelerator II (TReX II) for the Role 4 Definitive Care Modeling and Simulation Tool prototype project. The DHA and the Joint Force lack an integrated Role 4 medical modeling and simulation tool to meet the needs of the combat support mission, resulting in a significant gap in the ability to comprehensively develop contingency and support plans. The DHA needs a software platform capable of modeling and forecasting to help planning related to Military Treatment Facilities (MTFs) and other Role 4 facilities resource usage and constraints, manpower requirements, and other related demands to help create better support plans. A Role 4 Medical Modeling and Simulation Tool (R4MT) will better enable DHA to model casualty flow into MTFs, U.S. Department of Veteran Affairs (VA), private sector, and/or activated National Disaster Medical System (NDMS) facilities. The DoD does not have a simulation capability to model Role 4 (Definitive Care) combat casualties, resulting in a significant gap in the ability to comprehensively develop contingency and support plans. The DHA needs a software platform capable of modeling and forecasting to help planning related to MTFs and other Role 4 facilities resource usage and constraints, manpower requirements, and other related demands to help create better support plans for the warfighter. The R4MT prototype is a software program designed to simulate medical care for mass casualty situations.
