Summary

AI-generated · Aug 24, 2025

Remove 214 roof-mounted solar panels and supply approximately half that quantity of newer panels capable of generating equal or greater energy for the nearby facilities; install the new panels and related components, and export/recycle the 214 panels being removed. Full requirements are in the Statement of Work, and the work will be performed under a firm-fixed-price contract awarded to a single responsive and responsible contractor; it is a 100% small-business set-aside and past performance will be considered in the award decision.

A pre-quote site visit will be held for interested bidders. RSVP by the stated deadline to participate; the visit will be conducted on site at Park Headquarters in Mineral, CA and will be led by the on-site supervisor. The period of performance is approximately four months, with a potential delay if snow conditions prevent access to the roofs, in which case work would resume when roofs are snow-free in spring/summer. Bidders should include their proposed schedule in the quote, and refer to the attachments for full solicitation details, wage rates, forms, and submission instructions.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2025-05 (effective 08/07/2025). It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/browse/index/far. This solicitation is a Request for Quotations, numbered as 140P8325Q0058. The NAICS code is 238210, Electrical Contractors and Other Wiring Installation Contractors, with an associated small business size standard of $19M. This solicitation is for a service, is a 100% total small business set-aside, and will result in a firm fixed price contract to a single contractor determined to be responsive and responsible. The Government will consider past performance in determining responsibility. DESCRIPTION: National Park Service, Lassen Volcanic National Park (LAVO) has a requirement for the 1) removal of 214 roof mounted outdated solar panels, 2) supply of approximately half that quantity of newer technology solar panels capable of generating the equivalent, if not more energy for the immediate areas facilities, 3) installation of new panels and applicable componentry, and 4) export and responsible recycling of the 214 panels slated for removal in this solicitation. NOTE: This part only provides a brief summary of the project. Quoters shall refer to full details described in Attachment no. 3, Statement of Work. PRE-QUOTE SITE VISIT. Send RSVP no later than 3pm on Tuesday, August 26, 2025. Contracting Officer will not be able to attend so the site walk will be led by Joe. Interested parties will meet with Joe Pettegrew onsite at Park Headquarters: 38050 Highway 36E, Mineral, CA 96063. Note that this site is outside of the Park boundary of Lassen Volcanic National Park. Mineral is a small mountain community with 90 noted outside of the Headquarters counted towards the total population. The town hosts a small store not considered sustainable for long durations and a restaurant, both with fluctuating hours. The nearest sustainable towns are Red Bluff approximately 42 miles to the west on Hwy 36 and Chester, roughly 32 miles to the east on Hwy. 36. Site map is included in Attachment 3. PERIOD OF PERFORMANCE. Work is expected to be completed over a 4 month period once started. Should the work not be able to start prior to weather conditions of snow on the roofs, then contractor will have ability to delay starting until roofs are exposed, free from snow, in Spring/Summer 2026. The period of performance is 9/29/25 to 7/30/26, to allow for potential delayed start (seasonal shutdown period). However, if possible, contractor should try and schedule the work to start last week of September 2025 and proceed until weather prevents further progress (if possible). Communication with the Contracting Officers Representative and the Contracting Officer will be critical. Quoters shall include their own projected schedule/period of performance in their quote. THIS SYNOPSIS PAGE DOES NOT CONTAIN FULL DETAILS OF THE SOLICITATION. Quoters should refer to the complete solicitation package which includes the SF-18 Request for Quotations form, Attachment 1, Terms Clauses Provisions (complete details of the solicitation including instructions on what to include in quote, evaluation factors, etc.), Attachment 2 DOL Service Wage Rates, Attachment 3 Statement of Work, Attachment 4 Forms and Provisions to Return with Quote, and Attachment 5 Optional Past Performance Questionnaire. This is an amendment to a previously synopsized requirement for the National Park Service, Lassen Volcanic National Park (LAVO) remove and replace solar panels. The purpose of this Amendment no. 0001 is to provide all interested parties with Questions and Answers pertaining to the Statement of Work in the solicitation and to extend the response date. The response date is changed from 9/5/25 to 9/9/25. Quotes are due by 4pm (PDT) on Tuesday, September 9, 2025 to be submitted electronically by email to Phaedra_Fuller@nps.gov. Refer to Attachment 1, Section III (C) (g) for full details of what to include in quote. The seven (7) Questions & Answers (Q&A) is as follows: QUESTION 1: Are there any available drawings or details of the existing solar system (e.g., panel specifications or mounting details) that can be shared? ANSWER: No. QUESTION 2: Does the park need all the solar panels that are being removed disposed of or recycled by the awarded contractor? ANSWER: Yes, contractor is responsible for disposal. QUESTION 3: The solicitation noted that the park is unable to show production values anymore, are we wanting this to be restored? ANSWER: Yes. NPS has an obligation to report on solar production and carbon footprint offsets. QUESTION 4: What is the License Requirement for this contract, A, B, or C-10? ANSWER: In California, an A license requires an engineering degree. The B license is a general building contractor's license. The general contractor normally subcontracts different trades in a single project. The general contractor is discouraged by the state from contracting single-trade projects and doing the work himself. If there is more than one trade involved in the project (as is usually the case), the general can legally do the work himself. The C10 is a specialty license which enables a contractor to do electrical work. A specialty contractor can contract projects in which the majority of the work is in the specialty to the person the license is issued to. They're allowed to do minor work in other trades which may be required to finish the job (i.e., drywall repairs after running new wires inside a wall). For the purpose of this solicitation and subsequent contract award, as federal entity, any of these classifications will fulfill our requirements to use a licensed contractor for the work. There's also a D classification for work that is even more specialized than the C series, but NPS doesnt believe that would apply to this solicitation/contract award. QUESTION 5: You're just requesting that the new panels be mounted on existing supports (framework?) ANSWER: Yes. The frame is structurally sound, the NPS has visually inspected connection points and no signs of stress were noted when viewing the framing from the interior of the building (23). QUESTION 6: What is the wattage for each existing solar panel? ANSWER: 165w. QUESTION 7: Since the new panels will be larger than the originals and we are expected to use the existing racking, do you happen to know the size specifications and dimensions of the racking? ANSWER: For the rails that support the panels, there are four sets of two. Each set has 30 inches between the top and bottom rails. The total span is approximately 87 feet long. ACKNOWLEDGEMENT OF AMENDMENT: Fill in boxes 15a through 15c on the Standard Form 30 (SF-30) amendment form. The government reserves the right to cancel this solicitation.
