The U.S. Nuclear Regulatory Commission (NRC) intends to enter into a sole source contract with Chesapeake Nuclear Services, Inc. to provide technical support for NRCDose3 Knowledge Transfer Support Services. The period of performance for this contract will consist of a base year and 4 option years for a potential total of five (5) years. The authority to enter into a contract on a sole source basis with Athey Consulting, LLC. is made under the authority of 41 U.S. C. 253(c)(1) and Federal Acquisition Regulation 6.302-1 which provides for limiting competition in those situations where the supplies or services are available from only one responsible source and no other supplies or services will satisfy the agency requirements. The North American Industry Classification System (NAICS) Code is 541990 (All Other Professional, Scientific, and Technical Services). The objective of this contract is for the Contractor to provide knowledge transfer, training, and the technical support needed for the planning, development, upgrading, and documentation of the NRCDose3 computer code into the SIERRA computer code, to meet the licensing needs of the NRC program offices and the objectives of the RAMP Program. In addition, the models in NRCDose3 v1.1.4 (LADTAP, GASPAR and XOQDOQ) need to be consolidated and modernized, to meet current and future needs of both existing, new, and advanced reactors. As such, these models/modules need to be continually upgraded to meet new requirements and to be kept compatible with each other. Further, codes need to be continually updated to reflect modern computer programming standards, in accordance with International Regulations and Guidance Documents. Chesapeake Nuclear Services is the developer & maintenance expert of NRCDose3 and has technical knowledge of how this software was developed. With their extensive involvement in the past with NRC on the computer code NRCDose3, Chesapeake Nuclear Services has unique knowledge and qualifications to provide NRC. They will be able to provide insight behind the development decisions and answer questions to support bug fixes. This Notice of Intent is neither a request for proposal nor a solicitation of offers. A determination not to compete this proposed procurement based on responses to the notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities and any other information that demonstrates their ability to meet the NRC's needs. Detailed capability statements shall be submitted to Mr. Geoffrey Coleman via email at Geoffrey.Coleman@nrc.gov no later than August 21, 2025 by 4:00 pm (EST). Telephonic/Email responses and responses providing insufficient information for evaluation by the NRC will not be considered.
