The Department of Labor, on behalf of the Department of Labor (DOL), Office of Workers Compensation Programs (OWCP), Division of Federal Employees Compensation (DFEC), intends to negotiate and award a Sole Source, Firm Fixed Price (FFP) Contract, in support of Medical Second Opinion and Examination Services (SECOPs) with QTC Medical Services Inc, 924 Overland Court San Dimas, CA 91773, under the authority of FAR 6.103-1(b), One responsible source. The services are mission critical and needed in support of the adjudication of Workers Compensation claims administered by OWCP s Division of Federal Employees Longshore and Harbor Workers Compensation (DFELHWC), Division of Federal Employees Compensation (DFEC). The functional operations include adjudicating incoming claims to determine eligibility for compensation payments; managing claims in which eligibility has been established; determining wage-loss compensation payments for covered disability or death; and processing payments for allowed medical and vocational rehabilitation services incurred in the treatment of injured workers covered under FECA. For the purposes of this requirement, LHWCA is not included in these services. The Division of Federal Employees Compensation (DFEC) is the only participating OWCP division. The Period of Performance will consist of one (1) six-month base period and one (1) six-month option periods, beginning 3/28/2026. The North American Industry Classification System (NAICS) Code for this requirement is 621111 with the Size Standard of $16,000,000.00.
