Period of Performance (PoP), Period of performance for this requirement includes a one (1) month base period, and four (4), one (1) month option periods. Unique Characteristics that limit availability to only one source: Northern Strike is the Army and Air National Guard Joint Readiness Exercise with helps train and improve capabilities for the United States and its international parters mobility operations skills. Training objectives for Northern Strike requires the use of a commercially available airfield within 60 miles of the Alpena CRTC located in Northern Michigan. The Oscoda-Wurtsmith Airport is situated approximately 47 miles south of the Alpena CRTC, and is a 2000 acre public use airport, is primarily a cargo and light general aviation airport, with no scheduled passenger services, has the available space, infrastructure, runway, and taxiway requirements to support the exercise and is the only responsible source to meet the Northern Strike requirement. Market research indicated that there is no other airport within the area of operation for Northern Strike that has the facilities to meet the needs of the exercise. Since the requirement includes leasing/rental of airfield property for exercise use, it cannot be met from a required source. Market research will continue for future Northern Strike exercises to promote competition. Different scenarios may require the use of different resources which will allow for greater competition.
