NOTICE OF INTENT TO AWARD A SOLE SOURCE National Association of Emergency Medical Technicians Notice Reference Number: PS-CD-26-0013 1. Synopsis: This synopsis is in accordance with FAR Part 5, Notice of Intent to award a sole source requirement. This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available, and email requests will not be honored. Only one (1) responsible source and no other supplies or services will satisfy agency requirements. 2. Background; The Defense Health Agency (DHA) intends to award a sole source contract to the Contractor, National Association of Emergency Medical Technicians (NAEMT) to provide Prehospital Trauma Life Support (PHTLS) course materials, instructor support, logistics, and certification for DHA personnel as prescribed by the NAEMT. The PHTLS, developed by NAEMT in partnership with the American College of Surgeons Committee (ACS), prepares prehospital providers to manage trauma using current Tactical Combat Casualty Care (TCCC) guidelines. This training ensures trauma management capabilities for military first responders and combat medics. The Defense Medical Readiness Training Institute (DMRTI) coordinates PHTLS to ensure prehospital readiness. 3. Description: This Contractor shall provide first responders and combat medics with access to PHTLS courses as prescribed by the NAEMT. The Contractor will provide certified instructors, NAEMT-approved materials, and logistical support to conduct PHTLS training for DHA personnel. 4. NAICS Code: The North American Industry Classification System Code (NAICS) for this requirement is 611699 with the size standard of $16.5M.
