North Calais IA Land Point of Entry Roof Replacement 47PC5226R0009
Summary
AI-generated · Dec 10, 2025Replace the wind-damaged TPO roof on the Calais LPOE commercial building, including removal of the parapet grounding components, top flashing, and temporary securing pavers/wood, followed by prep and sealing of penetrations. After removing the existing TPO, DensDeck, and insulation, the deck and parapet are to be inspected, a temporary weather barrier installed, and the building kept operational during reroof.
Install about 30,400 sq ft of 4-inch rigid insulation, and about 30,400 sq ft of DensDeck with tapered insulation crickets and saddles per NRCA guidance to address drainage, then install roughly 31,100 sq ft of flat TPO roofing using a low-rise urethane adhesive (no mechanical fasteners on the hollow core concrete deck). Parapet wall top flashing is required, with the existing metal cap removed; reinstall grounding rods and seal all penetrations, then clean up debris. A site walk will be available after the solicitation; bidders should be Maine-based, preferably from Washington, Hancock, or Penobscot Counties or within commuting distance, and must be SAM.gov registered.
On or around 20 April 2025 the TPO roof of the commercial building located at the Calais IA LPOE suffered severe Wind damage. GSA conducted multiple walk throughs and had the area representative from the roofing manufacture on site to inspect the roof. It has been determined that the roof will need a total replacement. Basic Description of Work: 01: Removing all parapet wall grounding rods, grounding wire, top flashing, and all wood and pavers used for temporary securing TPO membrane. Make a pile of pavers and wood, that property stays with the federal gov. 02: Prep all penetrations for removal of TPO roofing. Building will stay operational during reroof. 03: Remove TPO roofing, Dens Deck, and Insulation paneling. Dispose of properly. 04: Allow for inspection of Roof deck and parapet wall once material is removed. Install a temporary weather barrier. 05: Prep and install Approx 30,400 sqft of 4 rigid panel insulation. Properly seal / fill all penetration points in roof deck. This will limit the amount of interior air delaminating the roofing material. 06.: Prep and install Approx 30,400 SQFT of inch prime dens deck. Utilized tapered insulation crickets and saddles sized per NRCA recommendations to ensure drainage is properly facilitated. There is clear evidence of ponding water and drainage not reaching drain locations which is due to original undersized tapered insulation components. 07: Install Approx 30,400 SQFT of flat Thermoplastic Polyolefin Roofing, mechanical fasteners are not permitted to be used as this is a hollow core concrete deck, a low-rise urethane adhesive shall be used. Approx 700 SQFT of Parapet wall (vertical TPO) for a total of Approx 31,100 SQFT of TPO material. Properly seal all penetrations. 08: Provide and install top flashing around Parapet wall, original wall has a metal cap that goes over wall cap and expanded metal wall trim. This cap will not be reinstalled. Just a parapet wall top cap will be needed, ensure no wind can get under the lip of flashing. 09: Reinstall all grounding rods, finish all penetrations and seal, clean and remove all debris and staging area. 10: Site walk will be available once solicitation is open. GSA wants to procure from a local area firm located within the State of Maine. GSA prefers Contractors from: Washington County, Hancock, or Penobscot County but firms within Maine or commuting distance of the worksite will be acceptable. Firms that wish to be considered must be registered in SAM.gov
