The First Responder Network Authority (FirstNet Authority) Chief Procurement Office (OCPO) intends to negotiate with Ookla, LLC on a sole source basis under the authority of FAR Subpart 13.106-1(b), Soliciting from a single source, for providing a real-time network monitoring tool. The FirstNet Authority anticipates negotiating and awarding a firm-fixed-price purchase order to Ookla, LLC as the only source identified through market research able to meet all below listed requirements. The technical requirements for the solution include: Enterprise solution for 14 users with near real-time (less than 15 minutes) updates on service status, outages, and disruptions, specifically for outages and operational degradation of US -based utility companies, wireless carriers, and backhaul providers.
