The Naval Sea Systems Command (NAVSEA) is conducting market research to identify potential sources that possess the capability to perform maintenance and associated support services for submarine launched Heavyweight Torpedoes (HWT) MK 48 MOD 6, MOD 6 Advanced Common Torpedo (ACOT), and MOD 7 Common Broadband Advanced Sonar System (CBASS) Warshot and Exercise variants. Intermediate and progressive depot level maintenance and support services including quality assurance, training, facilities, test/handling equipment, environmental, supply/logistics, and information technology management will be performed at Navy Submarine Torpedo Facility (NSTF) in Yorktown, VA. Operational requirements are identified in Attachment 1. The notional organizational structure and identification of key positions are depicted in Attachment 2. Please limit responses to a maximum of fifteen (15) pages in length, excluding the cover page (1 page), based on a minimum font size of 10 points. Identification and verification of the company s business size (i.e., small, large) relative to NAICS Code 332993, Size Standard: 1,500 employees. Small Businesses are reminded under FAR 52.219-14; Limitation on Subcontracting, for services, that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Include the percentage of work that will be self-performed on this project. A detailed narrative identifying how the respondent s knowledge, skills, and abilities meet the requirements listed in Attachment 1. Each requirement shall be listed in order, with a written response detailing the respondent s expertise and capability in performing the stated requirements. Supporting rationale/data should be provided as an annex. Additionally, the respondent should explain how they will meet the notional staffing plan in Attachment 2. Documentation or examples of HWT I-Level and PDLR Level Maintenance and all associated integral and ancillary support capabilities from past experience. Submissions shall not exceed a total of 16 pages (including cover page). Respondents may respond with work experience.
