Meggitt Aircraft Braking Systems (MABS) FY25 Adds The Defense Logistics Agency Aviation- Richmond is issuing this Sources Sought Notice as a means of conducting market research to determine if other companies are capable of manufacturing (or legitimately obtain) the attached items. The current approved sole source of supply is CAGE 0B9R9, Meggitt Aircraft Braking Systems. THIS SOURCES SOUGHT IS FOR INFOMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. Interested parties who consider themselves qualified to manufacture (or legitimately obtain) the attached listed supplies are invited to submit a response to this Sources Sought Notice by 3:00 PM EST on November 17, 2025. All responses under this Sources Sought Notice MUST provide the following information and send to the email address below. Please provide the POCs, and location of manufacturer (City & State or Country if applicable). If your company desires to be reviewed and qualified as an Approved Source for any of the items in the Sources Sought Workbook, submit an application package through the Source Approval Request (SAR) Program as outlined in the attached SAR document. A SAR package contains all of the technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality, or better, than the Original Equipment Manufacturer (OEM). The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Aviation is procuring. If there is an open solicitation for a NSN which you want to submit a SAR, please submit the SAR directly to the buyer noted on the solicitation. This agency proposes to issue a letter RFP for a long-term strategic / sole source contract, which will include multiple NSNs to support multiple weapon systems. A total of 11 NSNs are targeted for this contract effort. The proposed action is intended to be awarded on a sole source basis as supported by a J&A IAW FAR 6.302-1. The proposed sole source contract will be issued to Meggitt Aircraft Braking Systems CAGE: 0B9R9. The solicitation issue date will be on or about 12/23/2025. The proposed contract will be for a remaining period of three (3) years period of performance. Letters expressing interest in subcontracting provided to the contracting officer will be forwarded to the identified OEM. This is proposed to be a FAR 12 effort. The proposed contract will be a fixed price, Indefinite Quantity contract and added to existing contract SPE4AX-18-D- 9452. The attached list of NSNs are the items that have been identified for this current action. If other NSNs are subsequently added, as defined by the terms of the contract, they will be synopsized separately. These items are being added to contract SPE4AX-18-D-9452, awarded to Meggitt Aircraft Braking Systems, CAGE 0B9R9 in accordance with the originally approved J&A. However, the NSNs identified here were not included in the list of original items synopsized for this effort. The contract has 3 years remaining. The contract requires supply of parts, as well as other functions including but not limited to inventory management, forecasting, distribution, storage, reliability improvements, engineering maintenance, and design control affecting these parts. These items have been identified as sole source however some items may have history showing awards to other than the OEM. Responses to this announcement from other than the OEM may be submitted. The response should identify items of interest and include evidence of ability to supply the items for the contract period as identified. A copy of the letter of interest should be forwarded to the contracting officer identified herein and SBA PCR (steven.powell@sba.gov). If it is found that sources other than the OEM are capable of meeting the Government's requirement, an RFP will be posted to DIBBS at https://www.dibbs.bsm.dla.mil/RFP.
