LRIP 5, 6, & 7 ECP Production Cut-Ins N00019-23-RFPREQ-WPM262-0284

The Naval Air Systems Command (NAVAIR), Patuxent River, MD issued a modification to the existing N00019-19-C-0008 contract, on a sole source basis to Northrop Grumman Systems Corporation (NGSC). The Firm-Fixed-Incentive-Price (FPIF) contract modification is for NGSC to incorporate Recurring & Non-Recurring Engineering Chang Proposals (ECP)s to the MQ-4C Triton Production Unmanned Aircraft. The contract modification was awarded on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by Federal Acquisition regulation (FAR) subpart 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." NGSC is the sole designer, developer, manufacturer, integrator, and producer of the MQ-4C Triton UAs and Ground Stations. Therefore, NGSC is the only source with the requisite knowledge of the Triton design, operation, and maintenance to successfully, provide the necessary engineering, systems integration, and production support within the required timeframes and without substantial duplication of costs.
