Summary

AI-generated · Oct 08, 2025

BPAs will be awarded to hotels near Joint Base San Antonio Lackland for non-personal commercial lodging services. Each BPA may run up to 18 months with a minimum order value of $1 and a ceiling of $250,000, adjustable by the Contracting Officer via bilateral modification to address changing needs (e.g., COVID-19 or disasters). Hotels must submit a two-page capability statement demonstrating ability to meet the Performance Work Statement, including blocking rooms within the approved GSA Per Diem rates, free parking, and pricing within the GSA per diem; include SAM registration and UEI/CAGE numbers and confirm compliance with the PWS and Terms & Conditions. The evaluation focuses on technical capability of the hotel—distance from JBSA-Lackland, parking, ability to block rooms, and pricing within the GSA rate—with cost/price not being the sole factor. Questions and capability statements must be submitted by the stated deadlines, and amendments will be posted at sam.gov.
