The National Institute of Health, Office of Logistrics and Acquistions (NIH-OLAO) intends to negotiate on an other than full and open competition basis with the following vendor: Press Ganey Associates, Inc. The Press-Ganey Nursing Excellence Survey is a 31-item survey that is approved by the American Nurses Credentialing Center (ANCC) and whose survey questions are mapped to the seven (7) required Magnet categories. Critically, demographic questions that are not in alignment with federal guidelines can be suppressed without impacting the reliability and validity of the scoring criteria. The survey is a web-based product. Survey results can be returned in 2-3 weeks after the survey closes; data are nationally benchmarked and are visually graphed in accordance with ANCC requirements. The Press-Ganey Nursing Excellence Survey is not included in the annual NDNQI subscription and will be an additional fee. The NIH Clinical Center Nursing Department must survey eligible nursing staff and submit results no later than November 2026. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide the required may submit a capability statement that will be considered by email (subject line to reference NOI-CC-26-003565) by 11:00 AM eastern standard time on 02/28/2026 to: valerie.gregorio@nih.gov. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
