Summary

AI-generated · Dec 17, 2025

Provide end-to-end ISR and information operations capabilities from seabed to space, including services such as algorithm development, data design and processing, hardware and software development, fabrication, installation, testing, deployment, recovery, repair, systems engineering, program and configuration management, logistics, maintenance, sustainment, training, environmental support, and analysis, plus associated cybersecurity operations. ISR activities may involve CNBR elements related to unmanned systems, and systems may cover surveillance programs, networks, and tactical data communications, including automated radio systems, satellite terminals, and space, air, land, and sea autonomous or non-autonomous platforms used in ISR operations.

Multiple indefinite-delivery, indefinite-quantity contracts are anticipated with cost-plus-fixed-fee and cost (no fee) pricing, over a seven-year ordering period. Work may be performed worldwide, including aboard afloat vessels (including Coast Guard), in port, or at sea alongside coalition partners (e.g., NATO). The effort is a full-and-open competition and a follow-on to existing contracts. Solicitation will be posted electronically via the PIEE module, with no hard-copy versions available. Security classifications will range from Unclassified to TS/SCI.

Naval Information Warfare Center (NIWC) Pacific is issuing Request for Proposal (RFP) No. N6600126R0019 for Intelligence, Surveillance and Reconnaissance (ISR) Systems and Information Operations (IO) from Seabed to Space (S2ISR). The services contemplated under this effort will provide the Navy with the ability to develop and field ISR systems that incorporate the latest capabilities for maintaining robust communication, surveillance, and security to accommodate advances in technology and other complementary systems while countering ever-increasing threats. The Government contemplates that, in its capacity, the contractor will provide technical support services in the form of algorithm development, data design processing, hardware and software development, fabrication, installation, testing, deployment, recovery, repair, systems engineering, program and configuration management, logistics, maintenance, sustainment, training, environmental support, and analysis in support of ISR activities, ISR systems, and corresponding cybersecurity operations. ISR activities may include support related to chemical, nuclear, biological, and radiological (CNBR) elements related to unmanned system. ISR systems may include surveillance programs, systems, networks, and tactical data communications systems including automated radio communications systems, satellite terminal systems, and space, air, land and water autonomous or non-autonomous systems that could be used in ISR operations. Contract activities may be performed throughout the world. In addition, work may be performed onboard afloat vessels (including U.S. Coast Guard vessels), in port, or at sea alongside coalition partner nations (e.g., NATO countries). It is anticipated that the procurement will result in the award of multiple indefinite-delivery, indefinite quantity (IDIQ) contracts with cost-plus-fixed-fee (CPFF) and cost (no fee) pricing arrangements. The period of performance will include a seven-year ordering period. Orders will be placed pursuant to the ordering processes of FAR 16.505(a). The North American Industry Classification System (NAICS) Code is 541715 Research and Development in the Physical, Engineering and Life Sciences, excluding nanotechnology and biotechnology and the Small Business Size Standard is 1,000. Security classification will vary from Unclassified to Top Secret/Incidental Sensitive Compartmented Information (TS/SCI) classification. This requirement is competed on a full-and-open basis. This is a follow-on requirement covered by contracts N6600121D0053 through 0063.The solicitation will be availability electronically via the PIEE solicitation module. Hard copy versions of the RFP and any subsequent amendment(s) will not be available. Firms are encouraged to review the website regularly for important solicitation information.
