The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) awarded a Cost Plus Fixed Fee (CPFF) task order to Huntington Ingalls Incorporated - Newport News Shipbuilding under the NUWCDIVNPT SUBSAFE Multipe Award Contract (MAC) for the continuation of engineering services to design the Horizontal Launcher Test Facility (HLTF). Award was made to HII on an Exception to Fair Opportunity basis under FAR 16.505(b)(2)(i)(C), which states "the order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the origianl order."
