HORIZON REFERENCE SYSTEM FOR ARLEIGH BURKE-CLASS GUIDED MISSILE DESTROYERS, CONSTELLATION-CLASS FRIGATES, AND FREEDOM AND INDEPENDENCE-CLASS LITTORAL COMBAT SHIPS N6833526R0435

This solicitation is for the design, manufacture and support of a Horizon Reference System (HRS) for fielded Freedom Class and Independence Class Littoral Combat Ships (LCS class), production Arleigh Burke Class Guided Missile Destroyers (DDG 51 Flight III class), production Constellation Class Frigates (FFG 62 class) and possible future ship classes not yet defined, in support of the Aircraft Launch and Recovery Equipment Program, Visual Landing Aids Division, and is anticipated to result in multiple awards of an Indefinite Delivery, Indefinite Quantity (IDIQ) type contract in accordance with Federal Acquisition Regulation (FAR) 16.504. The Contract Line Item Number (CLIN) type utilized in orders resulting under this contract will be Firm Fixed Price. The Ordering Period is from date of contract award through five (5) years after contract award. See Solicitation attached below for full details along with associated Section J and Section L Attachments. A Draft Performance work Statement for the first delivery order has also been included as an attachment for informational purposes only to review ahead of release of the first delivery order request for proposal.

The subject Amendment is posted to invite offerors to submit questions regarding the draft PWS for the first order that was provided as an attachment to the MAC Solicitation at any time, but no later than 12:00 PM EST on 07 January 2026. The Government will review and consider revising the PWS requirements, based on questions received. The Government intends to provide answers to questions asked in late January. As relayed in the attachment below, the subject update is posted to publicize a question submitted and Government answer provided with regard to the subject solicitation. Clarification was requested with the following question- since no pricing is required with the proposal, please confirm Section B CLINS should be left blank with no dollar value in the proposal submission. Government provided response stating that, yes no pricing is required for the CLINS for this proposal at the MAC level. Please note that no changes or amendments have been made to the solicitation as a result of this posting, which is posted for informational/clarification purposes only.

Question: When attempting to access PIEE following the solicitation instructions, there is no indication of how to upload the proposal once the solicitation is accessed in PIEE. The link indicated in the solicitation for training https://pieetraining.eb.mil/wbt/sol/Posting Offer.pdf is not accessible and providing an error. Answer: In accordance with Section L, Part A, #4 of the Solicitation, it is the Offeror?s responsibility to follow the registration instructions found on the PIEE website. The Offeror shall register its company points of contact in PIEE based on its SAM UEID and ensure it assigns the correct roles well in advance of the solicitation closing date. Attachments A-C have been added below to provide additional detailed guidance and/or instructions needed to properly register, add the Proposal Manager role and submit a proposal.
