This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 15B50526Q00000002 and is issued as a Request for Quote (RFQ). This Solicitation is for 1ST Quarter FY26 National Menu. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-01. This solicitation is issued as Total small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 311999 with a small business size standard of 700.00 employees. FOB Destination shall be to: FMC Carswell 3278 Stratotkanker Ct Fort Worth, TX 76127 Items will be awarded individually. More than one item may be awarded to one offeror/contractor. Award will be made to the responsible offeror whose quote conforms to the requirements and is determined to provide the best value to the Government, considering the evaluation factors outlined below. (1) Price - The government will evaluate the Quoter s proposed price to ensure it is fair and reasonable; and (2) Past Performance - Past performance information shall include prior experience and similar performances undertaken by the contractor. Past performance: A record of poor performance due to failure to deliver items within the expected delivery time period, requests to remove an item from a signed purchase order on previous awards, requests to disregard or cancel a signed purchase order, or poor quality may result in a poor performance rating. FMC Carswell will award quoted items to vendors that have a high past performance record IAW FAR 13.106-2(4)(ii) regardless of the quotes with the lowest price. Quotes from vendors without poor past performance represent the best value when compared to any lower priced quote(s). Quotes shall be accepted up to 4 decimal places. DELIVERY REQUIREMENTS: All deliveries must be palletized. All non-frozen, perishable foods must be delivered between 34 degrees F and 40 degrees F. All frozen foods must be delivered at 0 degrees F or below. Any products that indicate prior thawing will be refused. Some items may require thawing and cooking to determine specification compliance and product wholesomeness. Items which are conditionally received and found noncompliant must be picked up at the vendors expense within (2) weeks of noncompliance notification. Items that fail to meet specifications will be refused. All items must be dated. Deliveries will be accepted from 8:00 a.m. to 11:00 a.m. and 12:00 p.m. to 1:00 p.m. Monday through Fridays, No deliveries on weekends or federal holidays. Unless otherwise stated within the specification of an item description in Section 2 of SF Form 1449, all dates for frozen food items must be delivered frozen and delivered before the best buy date, sell by date, use by date, best if used by date, or freeze by date on the label. Delivery vehicles should not exceed Gross 49000lbs-Tandem Axle 32000 Lbs. to comply with the bridge weight limit along the delivery route to the warehouse. Awards above the micro purchase threshold ($10,000 and above) will be made via purchase order (EFT). The government reserves the right upon inspection to reject items if they are damaged or not to the specifications listed in the solicitation. Do not change the case counts or the quote of the item will not be considered.
