The Federal Bureau of Prisons - Federal Detention Center (FDC Houston) is issuing a solicitation, 15B51726Q00000001, for 1st QTR FY 26 Subsistence line items. Shipping will be FOB Destination. The Government reserves the right upon award to make single or multiple awards. The evaluation factors are price and past performance. The Government will award to the responsible offer(s) whose offer, conforms to the solicitation, and is most advantageous to the Government. Failure to deliver within the established time frame will be considered as non-performance under the contract terms. Quotes received after closing date and time will not be considered. Quoted prices must remain good for 60 days after close of the solicitation. Each offeror is required per 52.212-3 to complete their representations and certifications via the online Representation and Certification Applications (SAM) at www.sam.gov. Venders who submit a quote concurs that delivery dates will be met, unless otherwise noted. Vendors should not quote on items which cannot be delivered for any reason. Past performance: A record of poor performance due to failure to deliver items within the expected delivery time period, requests to remove an item from a signed purchase order on previous awards, requests to disregard or cancel a signed purchase order, or poor quality may result in a poor performance rating. FDC Houston will award quoted items to vendors that have a high past performance record IAW FAR 13.106-2(4)(ii) regardless of the quotes with the lowest price. Quotes from vendors without poor past performance represent the best value when compared to any lower priced quote(s).
