II. DESCRIPTION OF REQUIREMENT The Department of the Interior on behalf of the Utah Reclamation Mitigation and Conservation Commission (Mitigation Commission) is conducting market research to identify qualified and capable sources for Plant Propagation, Transportation, and Installation for Lower Diamond Fork River. This requirement is for a critical component of an aquatic habitat enhancement project along approximately 1.8 miles of the lower Diamond Fork River, located about 8 miles southeast of Spanish Fork, Utah. The selected contractor will be responsible for the full lifecycle of plant procurement and establishment, including: Propagation of Plant Materials (Task 1): Collection of plant materials that are genetically the same as or similar to the Diamond Fork River project's riparian and wetland community. Materials must be collected within a 100-mile radius of the Diamond Fork River confluence with the Spanish Fork River, preferably from these two watersheds, and from areas with an elevation ranging between 4,400 and 7,000 feet above mean sea level. Propagate and maintain plants in a healthy condition until installation. Materials will be subject to inspection at the contractor's nursery and at the project site. Installation of Plant Materials (Task 2): Timely delivery of healthy plant materials to the project site. Provision of all necessary labor, materials, and equipment for plant installation.
