E-6B Software Support Services and Cybersecurity Lifecycle N00019-25-RFPREQ-APM271-0066

Naval Air Systems Command (NAVIAR) Patuxent River, MD, issued a Cost Plus Fixed Fee (CPFF) Delivery Order to Collins Aerospace, 400 Collins Rd NE, Cedar Rapids, IA 52498, under Basic Ordering Agreement (BOA) N0001924G0017, on an other than full and open basis for the procurement of services required to provide Software Support and Cybersecurity Lifecycle support for the E-6B aircraft. Collins Aerospace is the Original Equipment Manufacturer (OEM) and the integrator of a significant numebr of mission systems for the E-6B platform. Collins Aerospace alone has the technical sata, experience, requisite knowledge, technical expertise, special skills and facilities required to provide the services anticipated under this order and therefore is the only responsible source that can meet the Government's requirement. The statutory authority permitting other than full and open competition is provided in 10 U.S.C. 3204 (a)(1) and is implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.
