DOE/NNSA Clearance Action Tracking System (CATS) Development & Maintenance Support Services - The NA-74, Office of Personnel and Facility Clearances and Classification (OPFCC) is responsible for implementing all Department of Energy (DOE) personnel security and facility clearance requirements for all National Nuclear Security Administration (NNSA) field sites. Including the continued maintenance and enhancements of the Clearance Action Tracking System (CATS), DOE s enterprise application used to manage all Personnel Vetting requirements for the cleared and uncleared federal and contractor workforce.

Amendment #3 extends the proposal due date to August 28, 2025; Revises CLINs 00001, 02001, and 03002 Incorporates the following revised attachments: L-1, L-2, L-3, L-7, and M-1; Incorporates attachment L-11 Questions and Answers and Removes attachment L-6 in its entirety. Amendment #2 extends the questions or concerns submissions from July 23, 2025 to August 7, 2025 and extends the proposal due date to August 22, 2025. This extension is due to a system error that did not release the original solicitation in SAM.gov and will therefore allow prospective offerors with access to SAM.gov the same allotment of time to review the RFP, submit timely questions, and development of its respective offer as those that have accessed the RFP through FedConnect.
