SMALL BUSINESSES: This notice also serves to identify qualified Small Business, 8(a) participants, HUBZone small business concerns, service-disabled veteran-owned small business concerns, and economically disadvantaged women-owned small business (EDWOSB) concerns and women-owned small business (WOSB) concerns eligible under the WOSB Program that are interested, responsible and capable of providing for the Bulk Fuel requirement for DLA Energy FEBA for the Inland/East/Gulf Coast/Offshore (IEG) purchase program, located in the United States. The NAICS for this solicitation is 324110, Petroleum Refining. To qualify as small for purposes of Government procurement, the petroleum refiner, including its affiliates, must be a concern that has either no more than 1,500 employees or no more than 200,000 barrels per calendar day total Operable Atmospheric Crude Oil Distillation capacity. Capacity includes all domestic and foreign affiliates, all owned or leased facilities, and all facilities under a processing agreement or an arrangement such as an exchange agreement or a throughput. The potential opportunity for set-asides for small businesses and small disadvantaged businesses will be considered on the basis of the responses received.
