Summary

AI-generated · Aug 24, 2025

The VA Financial Services Center is seeking information to develop a cost and schedule estimate to replace its current ECAMS medical claims adjudication and processing system for healthcare claims transactions. The existing ECAMS solution has been customized and integrated over eight years. The information gathered will inform the acquisition strategy and the Performance Work Statement; the software must apply VA policy, CMS standards, and applicable state and federal regulations to properly adjudicate medical claims for payment per the attached PWS. This is an information-gathering RFI for planning purposes only and does not constitute a solicitation or guarantee of a contract.

Respondents should provide a capabilities statement including a point of contact, indicate company size status under the applicable NAICS code (and justify if a different NAICS code is more appropriate), and describe the proposed solution and its capabilities. Include how implementation and migration could occur with no disruption to the current eCAMS system, and, if SaaS, whether FedRAMP approval applies. Provide expected implementation timelines and typical cost structures based on prior deployments, and indicate whether products or services are available under any Federal contract vehicles (e.g., GWACs, GSA FSS, T4NG). Submissions are directed to the designated VA contract specialist; this is not a solicitation and any resulting contract would be the outcome of a competitive process.
