The purpose of this notice is to publish the redacted Justification for Exception to Fair Opportunity (JEFO) for the CLS Depot Support order N6893625F0411 under the CEIS 2 Multiple Award Contract. The government awarded a Firm Fixed Price order under the CEIS2 Multiple Award Contract N6893623D0011 to Collins Aerospace located at 22640 Davis Drive, Sterling, VA 20164-7106. The government awarded using FAR 16.505(b)(2)(i)(B) Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. Collins Aerospace is the only entity that sells the required supplies and services. Sourcing the supplies and services from another vendor is expected to result in a substantial duplication of costs to the government and unacceptable delays in fulfilling the agency s requirement due to the necessary technical data and rights required.
