1. Description The U.S. Customs and Border Protection (CBP), Special Operations Group (SOG), has awarded a sole-source contract to L3 Technologies, Inc. for the procurement of 100 Ground Panoramic Night Vision Goggles Fused (GPNVG-F), also referred to as F-Pano [Part No. FPG-000-A7]. These goggles are essential for enhancing operational effectiveness and situational awareness across CBP s mission sets, including homeland security, counterterrorism, drug interdiction, and other law enforcement operations. This procurement was conducted under FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. 2. Statutory Authority This sole-source action is authorized under 41 U.S.C. 3304(a)(1) and implemented by FAR 6.302-1. Integrated thermal fusion overlay High resolution, rugged, and element-resistant design. White phosphorus tubes with a minimum FOM rating of 2376. Competing products were evaluated during market research but failed to meet the technical and operational requirements of CBP s Special Operations Group.
