Description of the services needed: The Richard L Roudebush Veterans Administration Medical Center (RLRVAMC), Indianapolis, IN, has a requirement to improve the comfort, operation, reliability and energy efficiency of the chilled water system that services the RLRVAMVC campus encompassing six (6) buildings and over one million square feet of clinical, support and administrative space. The project objective is for the Architect/Engineering (AE) team to provide a comprehensive investigation of the existing chilled water system including the chiller plant, distribution piping, Pumps, valves and terminal units located within the various buildings on campus. This investigation shall include a detailed review of all chiller plant equipment for operating, reliability and energy efficiency. The objective is to deliver a complete A/E design package that includes detailed study, analysis, and full construction design to modernize and potentially expand the existing chiller plant. The design shall address all systems including mechanical, electrical, plumbing, controls, civil, structural, and architectural aspects as needed to ensure operational resilience and compliance with VA standards and applicable codes. The chiller plan assessment shall investigate both mechanical and electrical components of the plant. The review shall also include an investigation of the size and condition of the distribution System between the chiller plant and buildings. Further the investigation shall include a detailed review of the condition, reliability and energy efficiency of the air handling units (AHU) and fan coil Units (FCU) within all buildings. In conjunction with this investigation, the AE shall also provide a detailed energy model under both normal and epidemic modes of operation. Once the investigation of the physical conditions of the chilled water system and the energy modeling has been completed, the AE, in conjunction with the VA, shall determine the extent of new equipment to be purchased, which items of equipment shall be rebuilt/refurbished and the final configuration of equipment including controls and control schemes to render a complete chilled water system operating in a reliable and energy efficient manner.
