BULK FUELS FACILITY (BFF) GROUNDWATER TREATMENT SYSTEM OPERATIONS, KIRTLAND AIR FORCE BASE, NM W912PP25RA001

The proposed procurement will be competed as a Total Small Business Set-Aside using a Best Value Trade-Off source selection process in accordance with FAR 15. NAICS is 562910, with a size standard of 1000 employees. Proposals are due July 9, 2025 at 02:00 PM MDT. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation or final award process, and is subject to the availability of funds. The primary objective of this contract is to fulfill KAFB requirements and regulator directives for addressing groundwater contamination resulting from historical releases of the BFF. In order to effectively address remedial objectives KAFB is required to coordinate multiple studies, operations, and corrective measures and to make effective communication with stakeholders and regulators. As such numerous supporting tasks are included in the performance work statement (PWS). The tasks required to achieve the project objectives are the following: Maintain and operate the existing BFF Groundwater Treatment System (GWTS) IAW regulatory permits and approved Operation and Maintenance (O&M) Plan and other monitoring work plans. Monitor groundwater, drinking water, GWTS, soil vapor, and associated media to assess plume conditions, assess safety of drinking water supplies, and assess corrective measures. Optimize, improve, and modify the GWTS to adjust to changes in plume extent and to ensure safety of public and KAFB water supply. Optimize, improve, and modify groundwater interim measure in order provide data for final corrective measures designs. Coordinate with the Government and other contractors to provide the Government information necessary to perform planning and to brief stakeholders and regulators. This was awarded as a competitive, Total Small Business Set-Aside. The project services are to address groundwater contamination associatedwith historical releases from the Bulk Fuels Facility (BFF) at Kirtland Air ForceBase (KAFB). The primary objective of this contract is to fulfill KAFB obligationsto address groundwater contamination resulting from historical releases of theBFF. A full range of environmental remedial services are necessary to meetstringent Department of Defense (DoD) quality requirements and to meetcomplex and evolving regulatory criteria. The services include but are notlimited to: planning; permitting; regulatory compliance; collection ofcontaminant, geochemical, lithologic, hydraulic, and mechanical data;interpretation of chemical data sets to make assessments of contaminant natureextent and degradation processes; use of operational data to generate optimizedsystem designs; perform remedial treatment system operation and constructsystem upgrades; produce technical documents capable of withstanding subjectmatter expert scrutiny.
