BQM-34S Subsonic Enhanced Integrated Avionics Unit (EIAU) Executive Software N00019-24-RFPREQ-WPM208-0074

The Naval Air Systems Command (NAVAIR), Aerial Targets Program Office (PMA-208), Patuxent River, MD awarded a Cost-Plus-Fixed-Fee (CPFF) contract to Northrop Grumman Systems Corporation (NGSC), San Diego, CA. The contract provides for an update to the Enhanced Integrated Avionics Unit (EIAU) software for the BQM-34S. The BQM-34S is a recoverable, remote controlled, subsonic aerial target used in support of weapons system test and evaluation. This requirement was procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implement by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements per Class Justification & Approval (CJ&A) 21-0073 - redacted version attached to this announcement. NGSC is the sole designer, developer and manufacturer of the BQM-34S Subsonic Aerial Targets. As the sole integrator of their systems, NGSC is the only known contractor with the requisite knowledge, maintenance and repair experience, and noncommercial technical data and software rights to meet the Government s requirements for the BQM-34S Subsonic Aerial Target system.
