Summary

AI-generated · Aug 26, 2025

Provide jet fuel for aircraft and diesel and gasoline for base vehicles at USCG Air Station Clearwater, Matthew Town, Inagua, Bahamas, under a sole-source, unpriced Blanket Purchase Agreement with Morton Bahamas Limited. Due to the island’s limited ports and access, Morton Bahamas Limited is the only source with both access and delivery capability to the remote base, making a single-source arrangement necessary. The acquisition will use commercial item procedures under FAR Part 12 and FAR 13.303, with pricing determined at the call-order level and funding obligated against funded call orders issued against the BPA.

Award records indicate the contract was issued on a sole-source basis to Morton Bahamas Limited for the fuels, with funding to be obligated against individual call orders against the BPA. The notice notes that all responsible sources may submit a capability statement or quotation, though the procurement is conducted as a sole-source award.

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE BLANKET PURCHASE AGREEMENT (BPA) AND IS NOT A REQUEST FOR COMPETITIVE QUOTES OR PROPOSALS. The Government hereby submits a notice of intent to award an unpriced BPA on a sole source basis for jet fuel, diesel and gasoline in support of the United States Coast Guard (USCG) Air Station Clearwater. A large portion of the island of Great Inagua Island, Bahamas is primarily owned and maintained by Morton Bahamas Limited. As a result of this ownership, there are limited ports and areas of access for other vendors to gain entrance and traverse the island to provide the fuel needed for this requirement. Morton Bahamas Limited is the only source with both access to the island and capability of providing fuel and delivery to USCG Air Station Clearwater s base located in Matthew Town, Inagua, The Bahamas. The supplier, Morton Bahamas Limited, will provide jet fuel used to fuel aircraft supporting the USCG mission and diesel and gasoline for vehicles used on USCG Air Station Clearwater s base located in Matthew Town, Inagua, The Bahamas. Funding will be issued via issuance of funded call orders issued against the BPA. Determination of price fair and reasonableness will be determined at the call order level.
