The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with the following vendor: Articulate Global. Acquisition Description: The Clinical Center Nursing Department currently utilizes Articulate 360 authoring software tocreate online trainings/courses which are published to Learning Management Systems (LMS). TheNursing Department has been using this software since 2015 and has created numerous onlinecourses. The software is critical to developing easily accessible trainings for a 24/7 workforce. Inrecent years four other Clinical Center entities have started use the software Department of ClinicalResearch Informatics, Office of Clinical Research, Office of Workforce Management andDevelopment, and the Pharmacy Department. Increasing the footprint across the hospital helps thoseareas meet their individual missions and also strengthens collaborative efforts on interdepartmentaltraining initiatives. research beds in the United States and accommodates about 7,000 inpatientand 70,000 outpatient visits a year. Patients with rare medical conditions are admitted to the NIHClinical Center from all over the world for the sole purpose of participating in a clinical researchprotocol. The NIH Clinical Center Nursing Department Program Director for Nursing ProfessionalDevelopment completed a review of e-learning authoring tool products using online resources.From that review and comparison, Articulate 360 was found to be the only vendor who provided asuite of customizable tools to meet the needs of novice to proficient content developers. In addition,since 2015 the Nursing Department has developed a wealth of experience using the Articulate 360suite of e-learning authoring tools. Over 60 online courses have been developed by the NursingDepartment using this software. These courses will continue to need maintenance and updates.Without Articulate 360, the Clinical Center would have to start from scratch with a new vendor ssoftware in order to make changes to 60 + online courses. This would significantly impact on theClinical Center s ability to make updates to existing LMS courses and provide them in a reasonabletime-frame to the clinical staff. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements.
