This draft solicitation is for an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract to define, design, and build technologies and space-based systems for the Space Domain Awareness mission area. The proposed contract will be for a competitive firm fixed-priced (FFP) contract procured in accordance with (IAW) Federal Acquisition Regulation (FAR) part 15 Contracting by Negotiation. The subject draft RFP is for the RG-XX acquisition. This pre-solicitation release is a critical part of market research and acquisition planning. Its purpose is to foster early engagement with industry partners and gather feedback to refine and improve the clarity, feasibility, and overall quality of the final solicitation. The Government is specifically requesting detailed comments and recommendations on the following documents and areas of focus: Technical Requirements Document (TRD). Please pay particular attention to the requirements designated "to be resolved" (TBR). The Government is seeking feedback on feasibility, clarity, testability, and potential cost drivers. Design Reference Missions (DRMs). The Government requests feedback on the realism and comprehensiveness of the DRMs in representing the intended operational environment and use cases.
