36C25025Q0975 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE 3D Post Processing Cleveland VAMC The VA Northeast Ohio Healthcare System is requesting Stratasys Post Processing Equipment for the J5 MediJet / DentaJet, and J850 PolyJet 3D printing systems and the associated 3D printing materials & consumables from Stratasys, Ltd. These machines, along with the associated material, and consumables will be used to support the application of 3D printing technology with operations focused on Pre-Procedural Medical Modeling, Simulation & Practice Modeling, and Digital Dental applications. The application of this technology will be used to personalize healthcare through the development of pre-procedural planning/practice models to aid with clinical decision making and appropriate patient and medical staff education. The post processing equipment, along with the associated material, will also be used to support the application of 3D printing technology with operations focused on Dental applications including Definitive Denture arches, occlusal guards and surgical implant guides. The VA Northeast Ohio Healthcare System is requesting additional Stratasys post processing equipment to work in conjunction with the existing 3D printers (Stratasys J5 and the large format J850) already installed and utilized in the 3D Printing Lab. In addition to addressing an increase in output for pre-procedural medical modeling, the facility will additionally provide digital dentistry products and services. These additional pieces of equipment will utilize the current, validated workflows, 3D printing software and post processing workflows and materials already in use by the VANEOHS 3D Printing Lab. The addition of this equipment will increase unattended build/print/post-processing times decreasing the need for VANEOHS staff to be present. This equipment is considered plug and play requiring minimal to no training. VANEOHS is currently moving into the next phase of of becoming the hub of a hub and spoke model providing medical models and digital dentistry products to Medical Centers within VISN 10 and neighboring VISNs within the region. Stratasys is the owner of and holds the global patents on the inkjet-based PolyJet technology that is used for the 3D printing medical & dental models. The PolyJet technology provides the ability to produce accurate, full color, scale models with tremendous fidelity. The Stratasys systems also often have the smallest physical footprints, are the lightest in weight, have similar build volumes to other competitively priced models currently on the market, are faster with a lower Dots Per Inch (DPI), have the ideal model slice thickness and produces models that can be cleaned with the WaterJet technology already existing in the lab space and is part of a validated workflow. The Stratasys systems have attached venting that does not require any special HVAC or additional venting and can be used in an office environment. The Stratasys 3D printing systems and post processing equipment are determined to be the best value. Current 3D Printers installed in the 3D Printing Lab were previously purchased sole source on 541-A15012, Contract Number 36C25021P0315. In addition, other current 3D printers were purchased sole source on 541-A15085, Contract Number 36C25021P1300 and 541-A45110, Contract Number 36C25024P1887. This request is for additional printers to work in conjunction with the existing 3D printing systems and post-processing equipment to increase the output of medical modeling for pre-surgical planning, clinical decision making and patient and medical staff education. The additional 3D printing systems will address the increased demand of medical models and digital dentistry products. The Government believes that only this business can satisfy the agency requirements and intends to negotiate with only one source under the authority of FAR 13.106-1b. Other persons may identify their interest and capability to respond to this requirement by 24SEP25 at 1700 HRS EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
