36C25025Q0742 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE IVX Workflow Management System Kent CBOC The Department of Veterans Affairs, The Louis Stokes Cleveland Department of Veteran Affairs Medical Center, 10701 East Boulevard, Cleveland, Ohio 44106 intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. The VA intends to solicit and negotiate with Omnicell, Inc. 1201 Charleston Rd. Mountainview, CA 94043. Per FAR 8.405-6(a)(1)(i)(B) only one source is capable of providing the supplies or services required because of the highly specialized nature of this IV workflow management system in place at the Cleveland VAMC. Omnicell, Inc. is the OEM for the IVX Workflow system and holds proprietary rights to this system. This technology is essential for enhancing compounding safety and accuracy. All new equipment must be compatible with the hardware and software being used in conjunction with the existing IVX Workflow system. Omnicell is the sole manufacturer of the IVX Workflow hardware and software. There are no other brand name options that will be interoperable or compatible with the existing system, and expansion of the IVX Workflow system to the Kent Imaging and Infusion Center is vital to the IV compounding process. Third party vendors do not have access to OEM parts, and the use of other parts could compromise the system. The Government believes that only this business can satisfy the agency requirements and intends to negotiate with only one source under the authority of FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. Other persons may identify their interest and capability to respond to this requirement by 31JUL25 at 1700 HRS EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
