Idemia Identity & Security USA, LLC is the only authorized vendor by New York, Tennessee, Texas and West Virginia to provide hardcopy fingerprint digitization and channeling services through their state networks for fingerprint-based CHRI search requests. This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to provide the pre-solicitation information required by FAR 5.201 Synopsis of Proposed Contract Actions. The Defense Counterintelligence and Security Agency (DCSA) intends to solicit and negotiate with only one source under the authority Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 as implemented by FAR 13.501(a). DCSA has a requirement to contract with Idemia in order to meet federal investigative standards as it pertains to the background investigation (BI) and continuous vetting (CV) processes. The award is anticipated in September 2025. The resulting contract includes a 12-month period of performance and four 12-month option periods. The anticipated North American Industry Classification System Code (NAICS) for this requirement is 561611 Investigation and Personal Background Check Services, (https://www.census.gov/naics/), with the corresponding size standard of $25 million (https://www.sba.gov/document/support-table-size-standards).
